With reference to Sir Cecil Clementi's
despatch No.226 of 25th April, 1928, regarding
the cost of the Air Port at Kai Tak and to my
confidential despatch of 13th June, 1928, on the
financial position vis-à-vis the proposed
Aberdeen Water Scheme, I have the honour to
inform you that in view of the contribution from
Imperial Funds being fixed at £100,000, thereby
increasing the proportion of the total cost of the
Kai Tak Scheme to be borne by this Colony, it has
been found necessary, under the provisions of
Section 3 of the Public Works Loan Ordinance, 1927,
to transfer the sum of $500,000, allocated to Iten
No.3 of the Schedule, Other Fublic Works, to Item
No.2, Aerodrome and Harbour development, thus
increasing the sum allocuted to the latter item
